Debattmøte om Venezuela, Latin-Amerika og USAs dominans / Debate Meeting on Venezuela, Latin America, and US Dominance

Internasjonalt Seminar er et informasjons- og debattforum i Tromsø, som gjennom foredrag og paneldiskusjoner tar opp nord/sør-problematikk, miljø/klima, fattigdom/utvikling og krig/fred som sentrale tema.

Torsdag 5. februar kl. 19:00-20:30, på Tromsø bibliotek og byarkiv, holdes det et debattmøte i Internasjonalt Seminar.

På vårens første arrangement retter Internasjonalt Seminar blikket mot Venezuela – med utgangspunkt i USAs militære aksjoner i landet, sanksjonspolitikk og den nylige bortføringen av president Nicolás Maduro.

På debattmøtet skal vi se nærmere på implikasjonene av USAs alvorlige brudd på folkeretten 3. januar, som synliggjør problemene med kolonialisme i Latin-Amerika og Karibia.
Samtidig setter vi fokus på de siste årene av den politiske prosessen i Venezuela, som har skapt debatt og kontrovers både i og utenfor landet.

Etter et første tiår med betydelig politisk og sosial framgang under Hugo Chávez, har Venezuela siden 2013 opplevd en markant forverring av levekår, sosiale rettigheter og deltakende demokrati.

Økonomiske sanksjoner og blokade fra USA – som særlig har blitt skjerpet siden 2015 – har hatt enorme konsekvenser for landet.

Men er sanksjonene alene tilstrekkelige for å forklare dagens krise? Hvordan kan man forstå at over sju millioner venezuelanere har forlatt landet etter 2014?

Akkurat idet Trump har satt i gang den siste oppdateringen av «Monroe-doktrinen» – en doktrine som siden 1800-tallet har blitt brukt til å legitimere USAs dominans over det amerikanske kontinentet.

Dette reiser et annet grunnleggende spørsmål: Finnes det fortsatt rom for å kjempe for politiske prosesser som retter seg mot sosial rettferdighet, folkelig deltakelse og suverenitet i møte med USAs makt?

• Vegard Bye, norsk statsviter som i flere tiår har arbeidet med latinamerikanske spørsmål, både som forsker, journalist, bistandsarbeider og forfatter.
• Max Gutierrez, erfaren venezuelansk mediespesialist som bosatt i Caracas gjennom flere tiår. Han har bakgrunn som produsent i Aba TV.

Som vanlig på internasjonalt seminar vil det mot slutten åpnes for spørsmål fra publikum.

Internasjonalt seminar har et program med 25-30 åpne møter i året.

Seminaret støttes av Tromsø kommune og koordineres av FN-sambandet Nord og Seksjon for internasjonalt samarbeid (SIS) ved UiT Norges arktiske universitet.

I tillegg støttes seminaret av Tromsøs humanitære organisasjoner, solidaritets- organisasjoner og studentorganisasjoner.

International Seminar is an information and debate forum in Tromsø, which addresses key topics such as North/South issues, environment/climate, poverty/development, and war/peace through lectures and panel discussions.

On Thursday, 5 February, from 19:00 to 20:30, a debate meeting will be held at Tromsø Library and City Archives as part of the International Seminar.

At the first event of the spring, International Seminar will focus on Venezuela – with a starting point in the United States' military actions in the country, its sanctions policy, and the recent abduction of President Nicolás Maduro.

During the debate meeting, we will examine the implications of the United States' serious violation of international law on 3 January, which highlights the ongoing issues of colonialism in Latin America and the Caribbean.

At the same time, we will focus on the political developments in Venezuela in recent years, which have sparked debate and controversy both within and outside the country. After a first decade of significant political and social progress under Hugo Chávez, Venezuela has experienced a marked deterioration in living standards, social rights, and participatory democracy since 2013.

Economic sanctions and a blockade imposed by the United States – particularly intensified since 2015 – have had enormous consequences for the country.

But are the sanctions alone sufficient to explain the current crisis? How can we understand that over seven million Venezuelans have left the country since 2014?

Trump has initiated the latest update of the "Monroe Doctrine" – a doctrine that has been used since the 19th century to legitimise US dominance over the Americas.

This raises another fundamental question: Is there still room to fight for political processes aimed at social justice, popular participation, and sovereignty in the face of US power?

• Vegard Bye, a Norwegian political scientist who has worked on Latin American issues for decades as a researcher, journalist, development worker, and author.
• Max Gutierrez, an experienced Venezuelan media professional who has lived in Caracas for several decades. He has a background as a producer at Aba TV.

As usual at International Seminar, there will be an opportunity for the audience to ask questions at the end.

International Seminar organises 25–30 open meetings annually. The seminar is supported by Tromsø Municipality and coordinated by the United Nations Association of Norway (North) and the Section for International Cooperation (SIS) at UiT The Arctic University of Norway.

In addition, the seminar is supported by Tromsø's humanitarian organisations, solidarity organisations, and student organisations.
