Debattmøte om hvordan politisk polarisering påvirker samfunnsnormer / Debate meeting on how political polarisation affects societal norms

Internasjonalt Seminar er et informasjons- og debattforum i Tromsø, som gjennom foredrag og paneldiskusjoner tar opp nord/sør-problematikk, miljø/klima, fattigdom/utvikling og krig/fred som sentrale tema.

Torsdag 18. september kl. 19:00-21:00, på Tromsø bibliotek og byarkiv, holdes et nytt møte i Internasjonalt Seminar.

Framgangen til Alternativ for Tyskland i Tyskland, Rassemblement National i Frankrike og gjenvalget av Donald Trump i USA passer alle inn i et bredere mønster av en fornyet nasjonalisme som truer liberale demokratiske verdier og sosial samhørighet på tvers av EU.

Disse bevegelsene driver fram polarisering og re-mobiliserer fordommer og mistillit mot minoriteter for å tjene egne politiske formål. Suksessen til disse partiene avhenger av borgernes støtte, som gir dem valgmandater og skaper en «ny normal» der normer for medborgerskap, solidaritet og gjensidig respekt brytes ned.

Diskusjoner rundt rasistiske stereotypier om samer og hvordan de skaper fiendtlige (og nettbaserte) miljøer i offentligheten, hvilken rolle positiv særbehandling med hensyn til likestilling bør spille i offentlig og privat sektor, samt plikter til å ta imot og integrere flyktninger, kan være eksempler på slike utviklingstrekk.

Spørsmål som skal diskuteres

De økonomiske og politiske drivkreftene som driver fram polarisering har blitt mye omtalt. Likevel har det vært langt mindre diskutert hvilke moralske plikter borgere har i slike omstendigheter.

• Rettferdiggjør en følelse av politisk maktesløshet og økonomisk sårbarhet å stemme på et udemokratisk parti i protest?
• Må vi si ifra når andre bryter etablerte normer for gjensidig respekt og medborgerskap?
• Er aktiv solidaritet med minoriteter som blir angrepet, og politisk motorganisering, en plikt eller en eller en handling som havner i en annen kategori?
• Hva er grensene for slike plikter i møte med trusler om vold?

Dette er spørsmål som vil bli tatt opp på dette seminaret, samtidig som det kaster lys over de spesifikke mekanismene gjennom hvilke sexistiske, rasistiske og nyfascistiske normer sprer seg i samfunnet.

Seminarinformasjon

Seminaret vil bli holdt på engelsk, og kveldens foredragsholdere er:

Annamari Vitikainen (UiT) – Vil snakke om konteksten for integrering av innvandrere og spesielt LHBTQ+-flyktninger.

Jonas Jakobsen (UiT) – Vil snakke om høyrepopulisme.

Fabian Schuppert (Universitetet i Potsdam) – Vil snakke om diskursive skifter, det vil si hvorfor ting som tidligere var usigelige plutselig er akseptable å si.

Lena Gross (UiT) – Vil snakke om anti-trans hatprat og diskriminering.

Jimena Zapata (Ludwig-Maximilians-Universität München) – Vil snakke om hatprat fra et juridisk og filosofisk perspektiv.

Moderator for kvelden vil være Kerstin Reibold (UiT).

Som vanlig på internasjonalt seminar vil det mot slutten åpnes for spørsmål fra publikum.

Internasjonalt seminar har et program med 25-30 åpne møter i året.

Seminaret støttes av Tromsø kommune og koordineres av FN-sambandet Nord og Seksjon for internasjonalt samarbeid (SIS) ved UiT Norges arktiske universitet.

I tillegg støttes seminaret av Tromsøs humanitære organisasjoner, solidaritets- organisasjoner og studentorganisasjoner.

ENGLISH:

International Seminar is an information and debate forum in Tromsø, which, through lectures and panel discussions, addresses key topics such as North/South issues, environment/climate, poverty/development, and war/peace.

On Thursday, 18th September, from 19:00 to 21:00, at Tromsø Library and City Archives, a new meeting at International Seminar will take place.

The rise of the Alternative for Germany in Germany, the Rassemblement National in France, and the re-election of Donald Trump in the United States all fit into a broader pattern of renewed nationalism that threatens liberal democratic values and social cohesion across the European Union. These movements drive polarisation and re-mobilise prejudices and distrust of minorities for their own political ends. The success of these parties depends on citizen support, which gives them electoral mandates and creates a ‘new normal’ in which norms of civility, solidarity, and mutual respect are eroded.

Discussions around racist stereotypes of the Sámi and how they create hostile public (and online) environments, the role that affirmative action with regard to gender equality should play in the public as well as private sectors, and duties to admit and integrate refugees can be examples of such an development.

Questions to be Debated

Much has been said about the economic and political drivers of such support. Yet, it has been much less discussed what moral duties citizens have in such circumstances.

• Does a feeling of political powerlessness and economic vulnerability justify voting for an undemocratic party out of protest?
• Must we speak up when others violate established norms of respect and civility?
• Is active solidarity with attacked minorities and political counter-organisation a duty or an act of supererogation?
• What are the boundaries of such duties in the face of threats of violence?

These are the questions that this seminar will address, while also shedding light on the specific mechanisms through which sexist, racist, and neo-fascist norms spread through society.

Seminar Details

This seminar will be held in English, and the speakers of the evening are:

Annamari Vitikainen (UiT) – Will speak about the context of the integration of immigrants and especially LGBTQ+ refugees.

Jonas Jakobsen (UiT) – Will speak about right-wing populism.

Fabian Schuppert (Potsdam University) – Will talk about discursive shifts, that is, why things that were previously unspeakable are now acceptable to say.

Lena Gross (UiT) – Will talk about anti-trans hate speech and discrimination.

Jimena Zapata (Ludwig-Maximilians-Universität München) – Will speak about hate speech from a legal and philosophical perspective.

The moderator of the evening will be Kerstin Reibold (UiT).

As is customary at the International Seminar, the session will conclude with an open Q&A session for the audience.

International Seminar hosts a programme of 25-30 open meetings annually.

The seminar is supported by Tromsø Municipality and coordinated by the United Nations Association of Norway (Northern Region) and the Section for International Cooperation (SIS) at UiT The Arctic University of Norway. Additionally, the seminar is supported by Tromsø's humanitarian organisations, solidarity organisations, and student organisations.
