NCLOS Annual Conference 2025: the Role of Implementing Agreements in the Future of the Law of the Sea

Call for Papers

The Norwegian Centre for the Law of the Sea (NCLOS) is pleased to announce the call for papers for its annual conference, which will be organized in Tromsø, Norway, 3-5 November 2025.

In celebration of the 30 year anniversary of the adoption of the UN Fish Stocks Agreement, the conference will be themed around the future of the law of the sea through implementing agreements.

The aim is to bring legal scholars and practitioners together to discuss the role of implementing agreements in furthering the law of the sea (future potential, limitations, structural issues, etc.). We therefore welcome submissions on the following key themes:

  1. The Fish Stocks Agreement
  2. The Agreement on the Implementation of Part XI LOSC
  3. The BBNJ Agreement
  4. Cross-cutting issues (e.g. role of implementing agreements)

The conference will provide an opportunity for academics, practitioners, and policymakers to engage in dialogue and to contribute to the ongoing debates on the future of law of the sea and ocean governance through implementing agreements. In addition to panel presentations, the conference will feature a high-level panel and keynote presentations connected to the themes of the event.
